Note how FPS fluctuates and there's no "lag" when I'm on the left side of the stage, but it gets locked to 30 FPS when I move to the right side of the stage, and then FPS doesn't recover to higher than 30 when moving back to the left side. I'm using OBS and Steam in-game overlay for FPS counter, bottom right corner. The recording below is done with the game without any ini changes. Then it magically releases it under certain conditions. The problem is that the engine itself locks FPS to 30 and doesn't allow it to go higher.
